I had a virus on my computer. Since then my windows firewall says it is OFF and controlled by "Group Policy". Is there any way to change this without reinstalling windows?

If you have administrator permissions to your machine, and you have the approval of whoever's watching over your network, you can un-join the domain by choosing to join a workgroup and then any Group Policy settings are previously applied to your machine would not apply anymore.
